Scott Nolter

Scott Nolter is a registered professional geologist with 20 years of experience in performing and managing Environmental Assessment and Remediation projects for both government and commercial clients.  Some of his experience includes but is not limited to:

  • Project Management,

  • Safety Health Oversight Management,

  • Regulatory Compliance,

  • Contamination Assessments,

  • Soil and Groundwater Remediation,

  • Phase I and II Environmental Site Assessments,

  • Environmental Compliance Inspections,

  • Hydro-Geologic Investigations, and

  • Geotechnical Projects.

Recently Scott was a lead assessor on an Environmental Compliance team overseeing construction of a 10 mile industrial Haul Road built for transporting approximately 80,000 truckloads of hazardous waste from the East Tennessee Technology Park (ETTP, formerly K-25) to the Environmental Management Waste Management Facility (EMWMF).  In addition, he performed RCRA and CERCLA compliance inspections at over 600 facilities at the DOE Oak Ridge Reservation. Scott has managed many underground storage tank (UST) and RCRA Facility investigation projects in Florida, including approximately 50 that had remediation systems designed and implemented using the latest technology.  Mr. Nolter also managed many petroleum hydrocarbon investigation and remediation projects in Tennessee, Kentucky, North Carolina, and South Carolina.  Mr. Nolter has managed over 250 Phase I Environmental Site Assessments (ESAs) including several that have required Phase II ESAs.  He also has extensive experience in performing UST Risk-Based Corrective Action (RBCA) investigations for the Iowa Department of Natural Resources and Alabama Department of Environmental Management.  Additionally, he has prepared numerous NPDES and stormwater pollution prevention (SWPP) permits and plans, and prepared geotechnical and hydrogeological reports for phosphate strip mines, sinkhole investigations, sinkhole prediction, and foundation analyses.
